If you're heavier on the bottom, the empire waist, loose flowing shirts are always much better than the tight-fitting, short ones. It'll balance out your weight ( or at least make it seem like it!). You can always wear longer shirts and put a belt at the waist, which will draw the attention away from your bottom part. 50's style sun dresses (you know the ones we see everywhere now) are great for that body type.
